The Israel Land Authority (ILA), as the body that manages State lands, sometimes directly undertakes both the planning and the development of State lands, as part of Government policy. To carry out the planning and management services the ILA appoints one of 12 preselected project management and planning consortia, made up of a lead project management firm, architect, transportation, and economic consultant. The Firm has been certified by the ILA since the selection procedure was established.
