The Israel Land Authority (ILA), as the body that manages State lands, sometimes directly undertakes both the planning and the development of State lands, as part of Government policy. To carry out the planning and management services the ILA appoints one of 12 preselected project management and planning consortia, made up of a lead project management firm, architect, transportation, and economic consultant. The Firm has been certified by the ILA since the selection procedure was established.

Project management for planning services include, development of planning objectives, programme targets, context analysis, including economic, social, environmental and physical parameters, budget controls, management of architects and full consulting team. The Firm also undertakes the initiation and oversight of the statutory process of plan approvals. The larger the planning area the more intricate and complicated the overlapping authorities and jurisdictions.

Project management for construction services are provided by the Firm's associate company, Emek Ayalon and include, budget controls, management of architects and consultants, development and issuing of bids, contractor negotiation and selection, work plans, construction supervision and schedules.

Ramot | AM•GAR

In a search for potential development sites within the City boundary, a 20 dunam site is located on the southern slope of Ramot Alon and northern of Golda Meir Boulevard was identified. The programme called for a country club serving the residents of northern part of the city, employment opportunities for High Tec, and residential accommodation. Site limitations of size and topography eliminated the employment component, and a statutory plan was completed for a neighborhood residential complex of about 740 units in towers alongside a country club with associated public areas.

Givat Shaul Cemetery Jerusalem

Traditional burial is land consuming and provided for approximately 200 burial plots per dunam. In Jerusalem alone, there are approximately 3,000 burials and the estimate requirement for the next 50 years is 150,000 additional plots or an additional 750 dunam. Expansion options to other locations in the Jerusalem Forest such as Har Solomon to the west and Reches Levan (white ridge) to the south were ultimately rejected by the Authorities as conflicting with the natural environment.

In the current site the limited available land to be removed from the Jerusalem Forest would require 1,400 burial plots per dunam, and this was achieved, on steep topography, by locating burial plots one above the other (3-5) in a structure, incorporated in the hill side. This required a detailed and complex 3 dimensional plan that included roads and infrastructure systems on the one hand and structures of 3-5 levels of horizontal compartments for burial. The Project involved coordinating the approvals of National Cemeteries Council, 15 burial societies, the Jerusalem Municipality and the Local Religious Councils.

Agam - Rishon Lezion

Agam is an area located on the west side of the Junction of Route 431 and Route 20, and just north of the detention pond and treatment plant of "Shafdan". The area currently includes the Football stadium and practice fields as well as the "lunar park". Following environmental upgrades to the Shafdan, a plan was prepared by the ILA and the City of Rishon Lezion that would include extensive recreation opportunities, a lake, integrated with a hotel and hi-tec employment.

Lifta, Jerusalem | Emek Ayalon

Lifta is the triangular area at the entrance to Jerusalem bounded by Road 9 (Emek Arazim), Begin Boulevard (east) and Highway 1 (West), and is characterized by very steep slopes (45º-60 º) and old abandoned stone structures from 1948. The re-development seeks to preserve as much of the historical character as possible with narrow streets, terraces, within a park like setting. The planning difficulties to integrate new residential housing with the reconstruction of the old structures on slopes exceeding 45% are formidable.

The scope of work includes the management and supervision of site development that will service 268 residential units, of which 169 are special new construction of 3 story terraced units, 41 preservation units, and 58 residential units is a compact 2,040 m² village commercial core. The area also includes a 5,400 m² 120 room boutique hotel.

Timurim Industrial Zone, Kiryat Malachi | Emek Ayalon

The project was initiated adjacent to the settlement of Timurim located on the east side or Route 40 in the proximity of "Castina" junction, and intended by the Israel Land Authority to provide employment opportunities for the local population. Scope of work includes the development of infrastructure and industrial zone area, an examination of transportation alternatives , marketing the industry including the contact with external parties (Israel Railways, the Public Works Department, etc.) making signalized intersection with Route 40 and river drainage works.

Orot Residential, Kiryat Malachi | Emek Ayalon

The project is located between Kiryat Malachi and Moshav Orot to the north. The plan was initiated to expand the City of Kiryat Malachi in a planned and environmentally sensitive way in the context of the adjacent rural settlements. The scope of work included the development of infrastructure and for the residential zone.
