As part of peripheral employment development initiative The Ministry of Industry Trade and Labor (MITL), sometimes directly undertakes the planning, constructing and marketing of State lands for Industrial, and tourism development, as part of Government policy. To carry out the planning and management services the MITL appoints one of 3 preselected project management and planning consortia, made up of a lead project management firm, architect, transportation, and economic consultant. The Firm has been certified by the MITL since the selection procedure was established.

The scope of work included management, monitoring, coordination and control of project planning including transport planning and coordination with all authorities and jurisdictions involved, management and coordination team of planners and consultants with various authorities. Negotiate, and manage contracts for design, editing and checking tenders, supervision of construction, managing project budgets, preparing marketing portfolios for entrepreneurs and handling all marketing process.
